Action pack installation instructions
Action packs need to be extracted from the .zip file into the actions
directory in your DMDirc profile.
The .zip file should contain a folder containing one or more files. Extract the
whole folder to the actions directory (including the folder itself;
don't just extract the contents). You will then either need to restart DMDirc
to see the new actions, or issue the /reloadactions command in any
window.
The location of your profile directory varies according to the operating system you use. Typical locations are listed below:

You can check the location of your profile directory by opening DMDirc, selecting the 'Help' menu, clicking the 'About' item, and then selecting the 'Information' tab.
